I was wondering the easiest way to add custom color pillar box bars to old home 4x3 video to play back on a 16x9 tv so that they are not the std black ones?

	What's wrong with black ? It is a neutral colour so does not really distract from the rest of the picture. Imagine if the colour was red and you had a lot of that colour in your video. 
 
 Or use the above method which hard-codes the border and you will need to encode the video to 16:9. And if you also have a 4:3 display you end up with letter-boxing as well.

	Nothing really wrong with black but was not sure how to frame the question to ask to add black bars because tv's will generally do this for you. 
 
 I want to splice 2 clips together one is 4:3 and the other is 16:9 so thought convert the 4:3 to 16:9 by adding actual color bars to the frames.
 
 Edit: I notice in Japan now they add actual moving bars to the sides of 4:3 that are out of focus rather than black.

	Not just in Japan. I've seen it here (the US), too, on news programs where the broadcast is 16:9 but they're using some 4:3 news footage. There's a discussion about how to accomplish this using AviSynth here:
