oh here's the deal i have a p3 800 with 348mb ram with a wintv go capture card. is there any way of clearing up the picture. some channels are really clear but other looks like crap any help would be apreciated.
also what is the best resolution to capture in.

If your VCR gets the same channels okay, why not use its tuner, and use its signal directly into your go card?

I'll second that, use an external tuner instead of the one on the card. You can use the manual fine-tuning adjustment (the automatic fine-tuner doesn't work very well), but it's easier to just use a VCR instead. There are other benefits to using a VCR connected to the RCA jack. You can run the audio directly from the VCR to the sound card and get stereo, which you can't with the WinTV Go itself. You also get to use a remote to change channels.
