  1. Some DVDs that play on my dvd player but that dvd infomation is = 23.976 fps and NTSC,
    I know about PAL is 25 fps and NTSC is 29.976 fps ,
    so is that any converter do NTSC with 23.976 fps (or that dvd are make mkv to dvd)
    any information about it.......

    If it was shot on film it can be (and usually is) encoded as progressive 23.976fps. But as all NTSC DVDs must output 29.97fps, during or after the encoding 3:2 (or, more commonly, 2:3) pulldown is applied so it outputs the required 29.97fps.

    but if thier is MKV file of movie then.

  4. Some DVD players can output 24000/1001 without interlace (mostly those equipped with HDMI), perhaps some analog component.
    Pulldown is required for NTSC color encoding.

    is their any difference in quality of DVD like if i want to make MKV to DVD in that 23.976 FPS or this is only a information ?......

Difference is in Your software - if software is "smart" enough, video will be encoded with syntax pulldown (ie real video remains not modified except syntax http://en.wikipedia.org/wiki/Telecine#Soft_and_hard_telecine ). If software is "smart" not enough it will try convert video - so called hard coded pulldown.

    And Yes, for hardcoded pulldown there is worse quality - video is modified (this can be restored but anyway - more fields = less quality due more bits is required to encode such video).
