I Have a NVIDIA 64MB GeForce2 Video Card with TV-OUT. Since it has TV-OUT, can I use that to record things from the TV to my computer? Or do I need one of these capture cards or tv-cards or whatever?

TV-Out would mean from your computer to your TV set. You would not be able to capture video with it.

To record to your computer you need either a video card with a TV-IN or a capture card. Just as the quality from your TV-out is probably LOW-rez mine is 800x600 the TV-IN would probably have the same problem. If you have a Pentium II 500 or equivalent and above, a generic dual function PCI TV/Capture card (not USB) is the way to go based on cost and performance. I have an older AVERMEDIA and I am very satisfied with it. If you are into Mpeg, hardware Mpeg cards are not necessary if you have the PC power and you use the DirectShow filters apps and compatible drivers to let you do software mpeg capture.
