hi im capturing old vhs videos via my advc 100 to premiere 6 as dv-avi files and im wondering if its best to capture as 33 or 48 or does it matter

Use 48KHz. Standard sampling rate for DV AVI.
32KHz only uses a 12 bit resolution, so is of inferior quality, and is only usually employed where 4 channel audio dubbing is used in camera. -
33 KHz sampling rate will limit the audio bandwith to 15 KHz. With 48 Khz sampling rate you can have sounds with a frequency up to 20 KHz.
Simple answer: have no effect on tapes with mono track. On tapes with Hifi track and music on, the 48 Khz sampling rate an give a better sound.
