width 720, height 480 (assuming you are making a 16:9 DAR DVD)
If the source is very sharp or noisy I would use Precise Bilinear. If the source isn't so sharp and not noisy Lanczos3. Are you sure it's 1080p, not 1080i? -
I have a small sample (24mb) at the following link. The Canon 5d MarkII can only shoot in 1080p or 640. At least those are my only options on the menu.

Yes, it's 29.97 fps progressive video. You can open the file directly in VirtualDub if you have the MOV source plugin installed.
