Getting rid of crackling noise

I was just going through some of the old doctor who dvd's and can hear a crackling noise throughout the theme tune and when music is playing in the background, is there anyway of minimising this or getting rid of completely either through a dvd ripper program or something else.

Can you post a short WAV sample?
I can try out my SoundRescue program on it - at best it would only minimise it. I doubt it would ever be removed completely.
