I have this problem that I find odd and troubling, as it has never happened to me before.
I have written as much detail as I can remember doing so those with much more knowledge than me can better understand the situation.
I am editing video that has commercials in it. Each piece I want to keep needs to have the audio and video resynced. I start by using Womble MPEG-VCR(VCR). I cut out the part to keep, save it, demux and remux to get in sync. That part works fine, like it always does.
The problem that has recently arisen comes when joining everything back together. When I join them in VCR the audio at the end each piece is cut by a few frames worth. I have tried VideoRedo(VRD) and it cuts the last video frame when I try to join them and the report thing says there were audio frame errors.
This has never happened before, and everything is the same. I can't figure out why, all of sudden in both programs this is happening.
I have tried to run the MPEG Video GOP Fixer in VCR on the files before joining and the Quick Stream Fix(QSF) in VRD. When doing the QSF it also says there were audio frame errors. I would have thought something that says 'Fix' would do that, I guess not. I have also tried to join the pieces in TMPGEnc, which also results in the same VCR problem. So, none of these fix the problem, it persists.
I have done this before countless times, on video from the same source, and used the same methods of working with it and had no problems until now. I have tried various combinations of using each program to produce what I used to be able to get with no luck.
If you have encountered this problem or know what is happening or what I am doing wrong, please help me out.

Since you are familiar with Womble, why do not you try theirs Mpeg Video Wizard DVD.
You can cut commercials without loosing sync.
Also TMPGEnc should be able to do that without all the steps in between. -
Thanks for the reply, but the video is already out of sync due to other issues.
So it needs to be demuxed/remuxed, no getting around it. Each part I want to keep usually has different sync offsets so they need to be done individually. I have tried Womble Mpeg Video Wizard, not the DVD version, but as they are most probably all based on the same cutting, joining, demux, remux, engine as VCR it makes no difference, the error persists.
TMPGEnc does not work. As they need to resynced when joining them back together in TMPEGEnc I get the same error of the last few frames of audio of each piece missing.
I am just baffled by this recent problem and just can't figure it out. Besides Womble and VideoRedo are they any frame accurate MPEG-2 cutter or joiners that work with program streams not elementary streams and another muxing app that outputs program streams that anyone would recommend to try to fix this problem.

tmpgenc mpeg editor? or maybe you meant it when you mentioned tmpgenc.

tmpgenc mpeg editor is a separate tool. trial available.

Yes, I know it is a separate program. It has the same mpeg tools in it the the Enc has. Just to be thorough I gave the trial a shot and it still creates the same problem. When I join two segments even when syncing them with tmpgenc mpeg editor I still get the last few frames of audio silent.
I have another theory. To get the sync correct it is sometimes about -150 to -400 ms, i.e. the audio is anywhere from 5 to 15 frames late. This would shift the audio forward and the end would be missing (silent) audio frames. Makes sense except for the fact that I have done this before and not had these problems.
I really hate to live with this because it makes the final product have these noticeable audio errors. Joining in VideoRedo creates a better audio transition between segments but clips the video at the end of each. Thus, it seems I have to live with either audio or video errors, not what I really want to do. -

I don't recall mentioning that the original was in sync. It is not. That is why I have to resync each piece, with potentially different offset values.
I still don't know if there is an actual problem or if my theory above is what is happening.
Anyway, I think I might have found a work around based on the assumption that my theory is correct. I just cut my segments so there is extra video at the end so the silence will fall where there is a commercial. I demux and mux with appropriate offset for that piece and when I rejoin the segments I cut out the extra part I added.
When I do this in Womble MPEG-VCR it seems to work as I have been accustomed to it working normally.
When I do the joining part in VideoRedo, I get a file that has GOP Time Code and PTS errors that I fix in MPEG-VCR, and the result sounds just as the one joined in MPEG-VCR.
So I can only guess that my theory is correct and that this is the only way to obviate the problems I was having.
Unless, of course, there are any other thoughts.

May be I was assuming too much. I thought that when you have video with commercials it was in sync.
