Hey guys,
can anyone give me a software that is capable of convertiong a 16:9 SVCD mpeg file into 4:3 standart PAL svcd?

Well, if you want to maintain the picture aspect ratio (so that everything doesn't look squished), then you can use AVISYNTH (via frameserving) to chop off part of the ends and then resize what's left to your desired size. Of course, this will require a re-encode.
If you don't care about the squished look, then you can use DVDPatcher or RESTREAM to change the aspect ratio in the MPEG header. -
Use TMPGenc and load the template for the format you want to get, then load the "unlock" template under the "extra" folder and get into the "settings" tab. Tell the program your actual aspect ratio / resolution / tv standard and play with the center / scale values 'til you are comfortable with results.
