The SVCD preset is bad!
It is set 2550 + 224 sound Set it less than 2520 and audio will stay in sync!

Also BTW the encoder in MSPro6.5 is MUCH better than in VS6. It does not let you make all the changes that Tmpgenc does but you really don't seem to need them... even VCD's have only faint blockyness on hand held home video pans... still shots do look better than VHS

I thought I'd share my "newbie error" with the rest of you...
I capture (home video from hi-8mm) high bitrate, I only, 720x480, 44.1 mpeg (I know, not the best.. but the best with my setup). I then edit in Ulead and make a video file. I have written files same a source, in NTSC DVD, and in lower bit rate / resolution mpg all with good results. As I wanted to share with others I wanted to make compliant SVCD.. In that case I simply used the supplied SVCD template. The first time I did it I thought Wow! this really is better than VHS and near SVHS quality. The trouble was after 3-5 minutes the video would start to jerk/freeze and the audio would go out of sync... I won't list all the techniques I tried, all failures till I found that the default SVCD bit rate is set at 2550!!! (with 224 audio) that is "out of spec". Once I fixed that my "production" was complete.
