So I've been capturing online radio streams at 192kbps instead of what it was encoded at of 128kbps. Can I use a program to make my 192 into 128 without losing quality?

No. You lost quality when you reencoded the 128 kbps stream to 192 kbps, and you will lose again (even more) when going from 192 to 128.

Don't know what you use to capture, but if the capturing app doesn't reencode, you'll get the best quality possible.
However, as you've managed to capture a 128 kbps stream at 192 kbps, it seems like it is reencoding, which it may do regardless of if you capture at the same bitrate as the source or not.
