changing framerate with avirecomp

How do you change framerate with AviRecomp? I was told this software can do it.

From what to what, and why ?

Changing framerate can be damaging. It requires re-encoding, and depending on how it is done, will create duplicate or blended frames that may make playback jerky. It isn't something to be done on a whim.

That said, you can also do it with virtualdub directly.

I haven't used AVIRecomp, but the settings tab looks to be a good place to start.
