    I'm thinking to buy a Video tutorial on Flash 8 (since video tutorial makes more sense than reading text-based information from the book).

    I'm told by the seller than the DVD can only be viewed on PC since it relies on Quicktime to view. I wonder if it's possible to convert such a DVD into some sort of format so as to be able to view it on a normal DVD player ???

    It can be done, but the effort would usually NOT be worth the effort, since usually such "video tutorial" would involved a wee bit of interaction, which cannot be duplicated on a standalone DVD Video Player. Most of these video tutorials are Macromedia Director and Apple Quicktime based. You could convert all the video, but you'd be still missing a lot of the content. Not to mention the difference in resolution between TV and PC will make the images quite horrible to behold.
