I am using the S C Video cut & split from softwareclub for cutting the videos. Usually the software quits with a error if the timeline exceeds more than half. I have K-Lite Codec Pack 2.69 Full installed.
Also the audio gets a lag, what correct video format & its compression & audio format to be used for cutting a mpeg / windows movie files ?

More than half what ?
All codec packs are bad. Uninstall it, use codec sniper to clean up. If in doubt, use avicodec ot g-spot 2.52b to determine which codec you need, and install just that codec.
If editing mpeg files, get a dedicated mpeg editor such as video redo or womble mpeg VCR. As for the rest, it really depends on what codecs were used to create avi. For simple cuts, virtualdubmod is probably fine.Read my blog here.
