    when creating VCD is it better to make it as XVCD?

    You should make whatever your DVD Player will take. Of course increasing the bitrate will accomplish this - the only problem is which bitrate your DVD Player can handle ...

    It also depends on whether you plan to play your VCD at your friends or relatives home assuming they have DVD players that hopefully can play VCD at least.
