When trying to merge to video's together. I get a
“Audio streams have different sampling rates 17748.00 vs 17532.00 which may causes errors when joining.”
My Question is what program can I use to "edit" the Frame rate, audio rate...ext so they will be exact so I CAN STOP GETTING ERROR MESSAGES!

You left out the video format, so it's a little hard to make recommendations. But you can adjust AVI audio rates in VirtualDub, though I prefer to use VDMod most of the time. Or you could do it in Goldwave, Audacity, probably most audio editors.
I rarely join AVIs. If the end product is a DVD, I let the authoring program do that. There are a lot less problems with sync loss that way.
