How would I go about to convert a video podcast from iTunes that is in m4v format to a divx or xvid format?
I can't seem to find anything tool that does this.

An m4v is just an incorrectly named mp4 file. Assuming that it contains SP MPEG-4 and not AVC then you don't need to do anything. DivX and XviD = MPEG-4 and in mp4 there are no FourCC's or anything like that. MPEG-4 video is MPEG-4 video.
To convert to divx media format though you would need to demux the video to avi using say mp4box, re-encode the audio from aac to mp3, then use DivXMux to mux to .divx adding chapters, etc.
