I have two DVDs of the same movie, one is PAL and other is NTSC. The PAL dvd has an additional language that I would like to add to the NTSC version. I used PGCDemux on both. Now I want to convert the audio language file, which is in mpa format, to an NTSC audio file.
Are there tools for this, not necessarily freeware? Also, any guides to which I can be directed?

Audio does not have a frame rate. If the audio and video have the same duration (surely they must) then you should have no problem using the new audio as-is.

The option in BeSweet is called "Change frame rate" because it's used to change the length of an audio track when you change the frame rate of video.
If the PAL audio track has the same length as the NTSC video, then yes, you can use it unchanged. But chances are it's actually shorter, because 24 fps film is sped up to 25 fps for PAL playback, whereas it's actually slowed down to 23.976 fps for NTSC (and then fields are repeated to make it 29.97 fps without affecting the run time).
