I was doing a great time lapse streamed to my computer using WinDV's capture every nth frame feature when the power went out. The resulting file was not closed consequently, and no program would open it. Is it possible to fix the file, possibly closing the file properly so I can salvage what is remained in a potentially great video?

I daresay what has happened is that the header has not been written properly. Can you open the file in virtualdub ?
If in doubt, Google it.
