I worked a hell lot with the Subtitle Workshop, but, despite a lot of efforts, the subtitles aren't rightly synchronized. I don't know the reason too.
Pls suggest any other software which can synchronize the DVD video/audio with the subtitles.
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays!

Subtitle Workshop is the best.
Have you read the help file carefuly? Learning from the help file is a key to a success with SW.
Are you applying the correct frame rate?
Some times you have to synchronize subtitle lines in groups or even one by one.
You could try Winsubtitler, if you insist on other subtitling software.
