I burned a MPEG Video of 300 MB for 25 min on CD using Nero Experss. The problem is that the video when played on player seems to be running ahead like if you have your vide forwarded liek 1X times.
It seems like audio is OK its just that the video seems to be running or skipping at 1X pace.
Could this be because I am playing PAL VCD on NTSC TV?
ANy advise

It's probably because of the PAL format. I have often had problems with playing PAL video on my tv, as well as my portable dvd player. (I'm sure many others have encountered such problems as well)
I recommend using TMPGEnc to convert the video to NTSC (or NTSCfilm) standard. After this, the video should play fine.asdf
