OK, I FINALY made a VCD with chapter points. It worked fine when mounted as an image and played with the VP5 VCD player.

When I incerted the disk into my Panasonic RV 31u it loaded up and started playing the last 5 seconds of the file and then repeated it over and over untill I pressed stop. I pushed PLAY and it played fine but would not jump to chapters then I pressed >| and when I press |< it jumps to the begining of the movie.

My player plays Factory Pressed VCDs perfectly.

Any insight?

What he's saying is that not all DVD players play CD-R and CD-RW without problems. Some don't play them at all.

Test the disc on other players, and test different brands of discs.
