I am currently using Winfast PVR that came with my TV tuner and I am wondering if there is a better alternative out there for TV viewing. DScaler was great until it didn't work one day.
Winfast PVR is horrible because the deinterlacing causes artifacts and horizontal lines to randomly appear when there is movement.
Here is an example of the lines captured with Winfast PVR.

Does anyone else have this same problem when using this card?

I looked at your sample and didn't see any interlace artifacts. What I saw was severe macroblocking caused by too low a bitrate for the high motion video. You need to bump the bitrate up.
Keep in mind that when Divx is capturing in real time it doesn't have time to do a full analysis of the video to get the best compression. So you'll need a higher bitrate than you would with a two pass encode. Your sample was at 1200 kbps. I'm guessing you'll need to double or triple that.
