I've been getting to know Premiere Pro, and I'm fairly sure it doesn't do the 'old film' effect you want. Try Windows Movie Maker, that has the exact effect your looking for.

There are a couple of things you could try
1. There is a quicktime plugin for Premiere Pro that does this, although it isn't the best in the world at it. It may only be available with Quicktime Pro, but I can't confirm that atm.
2. There is an MSU filter for VirtualDub that does this. You could run the footage through this after editing, or use the frameserver in Wax to run it through the filter from Premiere (http://www.debugmode.com)
3. Create some stills in photoshop (or similar) about twice the resolution of you footage. Add dust, scratches hair etc to the stills (black on white it OK) - there are plenty of brushes around to do this. Make a few of these. Drop them on the timeline as an overlay, choose an appropriate mode (multiply or screen is probably good), add some motion and motion blur, put some grain on top of this, then tweak the colours.Read my blog here.
