Was wondering if anyone could give me some info on what i need and how to convert a VHS movie into a Mpeg or AVi video on my Pc ?

You can do either one. Check under the guides, there's an infinite number of things we could get into here....

Capture it to AVI if you plan to edit the result ( you'd end up wanting to do some editing as you progress beyond simple captures ). Get the CANOPUS ADVC-100. It's a little more expensive than any run-of-the mill capture cards, but you won't regret it. It captures great ( great pics, locked audio and zero dropped frames ). Then pick any of authoring, editing softwares ( based on your budget and preference ).
