I wonder if i can rip a DVD to vcd and rip the dolby surround and put it on my vcd?

If you use dvd2avi to frameserve to your encoder then it has a setting to downmix to dolby surround. Most conventional dvd to vcd methods have an option for dolby surround as well.
Of course you will need hardware which supports dolby surround in order to actually hear it.
