I just don't see a difference.
Captures at 6400 bit rate from vhs. TV show black & white original VHS.
Played on 43" tv
Any thoughts?

I think it is because the tape, vcr, or recording itself are near or less than 352 x 480 resolution. I have never heard that VHS tape could record anywhere near 704 x 480 resolution. Your resultant video should not be any better than the source. If the source is recorded at 352 x 480 resolution, then capturing at 704 x 480 should not in anyway increase the quality of the resultant video.
