ive tried encoding a couple avi to mpeg with tmpgnce. but it seems like no matter what bitrate i set tmpgnce at it always gives me a very large mpeg file when its done encoding. always over a gig. ive even set the bit rate to encode as low as 300 MB but i still get a file over a gig when its done. can sombody help me please.

300MB might be your problem.

well i tried to set the bitrate at 300 MB just as a test, but it still came out over a gig, usually i was trying to encode so the file would be 800 MB, but it never works.

are you using version 2.59? that one has a bug that makes the file larger than it should be.
