Flickering on DVD to SVCD

I dont know if this is the correct term but it looks like flickering.
It only seems to happen when im doing NTSC when converting DVD to SVCD because all my PAL ones are good so far.

What im getting is when you see movement in the picture the moving object becomes fuzzy but the background is clear.

Is this flickering and how can i fix?

im using

SMART RIPPER
DVD2AVI
TMPGenc

ok kidz

i think i found the problem, maybe its not the correct way but this trick worked for me.

DVD2AVI
in the VIDEO menu select FORCED FILM when doing NTSC DVD movies
when doing PAL select NORMAL.

this seemed to get rid of the flickering or horizontal line fuzziness or what ever its called
