If you have already gone through the process of copying a DVD and making a working VCD; does the VCD hold the same type of files a DVD would?
Would the VCD be able to be ripped by SmartRipper?

No it doesn't have the same file set.
You don't need to rip the vcd. All you have to do is a straight copy disc-to-disc using just about any burning software (Nero, RecordNow, etc.)
