Hi! Please help me understand this simple problem...
In TMPGEnc 12j there's an option called "video arrange method" found in the "advanced" tab in "settings".
After reading the pop-up help in TMPGEnc 12j I still do not understand the difference between the 3 FULL SCREENS modes.
Can someone please give a brief explanation?
Also which one would you recommend for encoding a normal VCD?

It depends on your source.
If your source is already at the correct resolution and you don't need/want TMPGenc to resize it, just choose center. For example, if you are framerserving from Virtual Dub or AVIsynth, and resized to 480x480 or 352x240 with either program.
If you are having TMPGenc resize your video then 'full screen - keep aspect ratio' is what you want. For example, say you have a 720x480 source, and want to convert it to a 352x240 VCD and TMPGenc is doing the resize. -

I know what "Full screen" is now.
I still don't really understand the difference bewteen the first "keep aspect ratio" from the 2nd one.
My source is the standard DVD resolution (PAL) and I want to back this up to a VCD (PAL 352x28 -
Yeah, I don't know the difference between the full screen keep aspect ratios either, but I use the first one. These days I'm mostly encoding with CCE which DOES NOT resize, so I have to resize first (avisynth bicubicresize).
Resizing with avisynth is a LOT faster than having TMPGenc do it, so I always choose center. You might want to read:

btw, i found out that for the vcd to be played back just as if it were a dvd its better to use 16:9 as the source and use full-screen aspect ratio (1) - this avoids the ugly vertical tearing effect...
but the depends as you said entirely on the sourse ratio...
