Is there a way I can get Dolby Digital sound or 5.1 on my SVCDs? I currently use Virtual Dub and DVD2SVCD to convert.

Dolby Digital, definitely not. 5.1 channels, probably not. SVCDs support multichannel mpeg audio which supports up to 7.1 channels. Most recievers don't support this and even if yours does, most dvd players can't export it in a SVCD. DVD2SVCD has a 5.1 option, just give it a try and see if it works, but don't hold your breath.

Do a forum search for this as it has come up before. I believe the outcome was that it is not possible. Someone did something with mpeg5.1 audio, but this is only playable with a very small number of DVD players

I couldn't even replay standard stereo sound on my Marantz DV-4200 although it played the SVCD-VBR picture quite happily
I'm not bothered though because I've got a Pioneer DV-350 that plays almost anything
