I am several VCD image files on my computer of SVCD movies. I want to convert those SVCD image files to SVCD movies that will play on a NON-SVCD player via the 'VCD header trick' and am curious how I can do this? Is there a program that will rip the movie off an SVCD so I can reencode it to play in non-svcd players?

On the SVCD, you'll find a large DAT file.
that is the video file.
Use vcdgear for that

now you've got an mpg.
Get nero
NEW COMPIL
VIDEO CD
Drag the MPG file into the VideoCD area
