if i encode in TMPEnc then edit in video studio 6 does it encode again seems once i put it through video studio the quality changes . if i load all the transitions into my storyboard it wont let me save & exit to tmpgenc without rendering .all to confusing

Edit 1st, encode afterwards for best quality and easiest editing.
If you edit mpeg's and addtransitions etc, almost any program will have to re-encode to generate the new video. If you edit the avi, most programs will only encode the new bits and splice them into your avi so not reducing quality.
