    Whenever I check the box in TMPGEnc 'Enable padding so not to go lower than minimum bitrate', whenever I try to play the file on the PC, the first couple of seconds of video play fine, then it freezes and the audio keeps playing.

    Uncheck the box, encode same file, the problem instantly vanishes.

    Why is this happening? How can I fix it?

  2. I had some similar problems. First, Don't enable padding, I have found it causes other problems as well. I'll bet your playing back with an older version of PowerDVD. Yes? Upgrede. That video freeze will stop.

    I agree, padding is a bad thing. I haven't had problems with playback on the computer, since I rarely watch movies on the PC. However, SVCDs encoded with padding enabled usually have playback problems on my set-top player.
