is it possible to take an extracted WAV file from a divx movie and convert it to ac3 then multiplex it to the encoded mpeg?
if so, what programs would I need?
if not, what program can I use to convert to mp2?

I don't believe it is possible as SVCD does not support AC3, I tried it myself a while back with no luck.
Anyway if you are extracting a .wav file it will only be in stereo. I can see no point in trying to convert it to AC3 as you won't gain anything. -
the thing is that the original divx file is ac3, can I extract the ac3 audio from the divx file then add it to the mpg file?

I don't think t35tr1993r ever said this was for SVCD. To answer your question, yes, you can extract the AC3, and put it into the final mpeg.
open the DivX in VirtualDub. Under the Audio menu, select 'Direct Stream Copy'. From the file menu, select FILE | SAVE AS WAV. Name the file to whatever you want, with the .AC3 extension (example: mysound.ac3 )
Download AC3Fix (I think this is in the tools section..if it isn't, it should be!). If you can't find it there, google it, looking for AC3FIX.EXE. You need this to correct frame errors. These are introduced when extracting it from the DivX using virtual dub. Don't worry, these errors are taken care of with AC3Fix. (Note: if you skip this step, your audio will loose sync).
Encode your MPEG as usual. Use the FILE | MPEG TOOLS in TMPGenc, to multiplex your AC3 back in with your M2V video file, or use any authoring software that supports AC3 audio, and allow the authoring software to do the multiplexing.
As they've already noted, VCD/CVD/SVCD does not support AC3 audio. This is useful only if you intend to view this on a PC, or burn it to DVD.Impossible to see the future is. The Dark Side clouds everything... -

I think a SVCD with ac3 is imposible.The SVCD only have two stereo chanels. If you want to listen something like ac3 with svcd, you must have a decode of pro logic or pro logic 2.

Technically, a SVCD with an AC3 audio stream, is just an MPEG-2, or an xSVCD (I hate that term).
The SVCD standard does not support AC3 audio.Impossible to see the future is. The Dark Side clouds everything...
