vhs to vcd or super vcd

i am trying to put vhs onto comp useing video in tv card and i need to know what format to capture it in ie avi mpeg1 mpeg2 etc and then burn to vcd to get max quality
i have a p4 1.8

have a look at the thread: Making VCD's - Squares and blocks everywhere, from gabestang. I've given him some advice to start.

First of all, all you trying, or are you successful at capturing?? Next, capture in .AVI, with Huffy compression, or PicVideo compression. You want more quality?? Skip to SVCD or DVD. It supports the interlace produced from analogue signals that will boost up your quality.

That being said, start reading the How To's on the left starting with Capture, Convert, then Authoring.
