you really need to supply some more information.

Capture Card type will determine what format you can capture in (AVI/MPEG2 etc).
Hard disk space limits how much you can capture.
Bitrate, resolution, format plus other stuff will determine how much will fit on a DVD.

Having said that, you may get somewhere between 2 and 4 hours worth on a DVD, at reasonable quality.

    You need to start here:

    and here:

If you don't you might as well give up now.
You can't create dvd's running Win98se, you need to upgrade to WinXP.
You can transfer as much video tape as you wish, providing you have a big enough hard drive. The lower the quality you capture at the more you will capture but if you are intending to output to dvd as you say you are then you should be capturing at 720 x 576 using either the PicVideo codec (demo free) or Huffyuv (free).
Remember you'll get out what you put in, ie. you're notgoing to get dvd quality quality from a vhs input.
Further to the first reply I would always recommend capturing to avi, *not* mpeg2. You'll never be able to afford an mpeg2 real-time capture card that will match the quality of a captured/encoded avi.
It would help if you could fill in your computer profile, that'll help us to help you
