I have heard that you can burn a dvd compliant cd and was looking for a guide
I have a 3 minute music video that was converted to a dvd compliant mpg (roughly 200mb) using tmpgenc and want to watch it on a dvd player that doesn't support either vcd or svcd.

MiniDVD or CDVD is not widely supported in DVD players. In fact, I have not found any DVD players that will play a MiniDVD I made last year on CD-RW.
Have you tried Nero to burn your VOB file to CD-R? I trust you have authored the MPG file and now have a VOB file in a VIDEO_TS folder.
Also, some DVD players will play mpg1 and 2 files without creating a VCD or SVCD. Does your DVD player play MP3's on a CD-R?
