encoding problem with tmpgenc

i've made a lot of back ups of my dvds to vcd and had no problems until recently,i have ripped 3 or 4 lately that when i come to encode them i get problems with horizontal lines appearing on the finished film!
i've tried all the ripping programmes i have but still it's the same problem with same films.
hope someone out there can shed some light on this,cheers.
