I'm using my Sony mini DV as a source to capture home footage. Does the firewire card have an impact on the quality of the capture?

You are not actually capturing as such, but merely transferring digital data from the camera to your PC. As long as the transfer is going smoothly (no hangs, glitches or errors), then the firewire card should have no noticable effect on the video.

in Theory the brand / Chipset of firewire card should not mattter, any more than the brand of printer port affects print quality (It doesn't by the way.)
However some equipment works better with some type of chipset. I hav heard that the canopus ADVC-100 capture device doesn't like the TI chipset.
However it works for me.
It'll work or it won't work. A Firewire card isn't a capture card, it is a device interface, you can connect your DV Camcorder to it, along with DVD or CD Burners or external drives... It is just a interface, same a serial, ps2, parrallel, USB etc.

i've had the best luck with firewire cards with an NEC chipset.
Laserdiscs are cool, but laserdiscs on DVD-Rs are cooler.
