TMPGEnc problems with output file size

i've finished using dvd2avi and i have all the vob files working correctly, now when i use tmpgenc i have the same problems always and i've used diferent versions(2.58, 2.59, plus 2.59) i start using the wizard,but in the step 4/5 the default setting for the video bitrate is 1150 and the size of the movie ("just cause" 102 minutes) comes out with 1022 MB, so to fit it in 1 vcd i tried it manually by putting the unlock.mcf option but the movie comes out the same size. i used a calculator and with 850kbits/sec the movie would have come out with 800 MB, but it doesn't.
why??? help please.

Does your DVD player play XVCD ? why not use 2 disk VCD ?
