Hello,
I'm building a new system & need a capture card...I would like for it to do VCD, SVCD, DVD (MPEG 1 & 2). Would also like for it to do variable & constant bitrates. I prefer FireWire or PCI, I might consider USB. S-video, RCA inputs & outputs. I'll author more DVDs & SVCDs than VCDs. I want hardware encoding & decoding on the unit.

Not what you are looking for and not very stable sofware bundled at this time (maybe couple of weeks later will be better), but this is what I fave :
Pinnacle PCTV Deluxe
USB 2.0 , NTSC Tuner, S-Video and RCA inputs, harware encoding (current soft. allows only CBR, but there is some that let's you use VBR)
I used it with USB1.1 to capture TV show in DVD quality. Quality was good. I will try other inputs later.
What it doesn't have from your list (no outputs and no decoding i think). It is very new product and sofware bundled with it is buggy now. List price $199 (my $129)Pinnacle Studio 8 and DV home video editing (ver.9 already home)
