  2. MPEG is the video format used on VCDs and SVCDs. .mpg is usually the extension used for such files.

The CUE/BIN is a disc image format. VCDImager (which is the back end to VCDEasy) can create/author a disc image of a VCD or a SVCD. It does this by taking the source MPEG files and any other media files and compiling a disc image of the S/VCD.

So it isn't a question of whether you want to use ".MPEG" rather than "CUE/BIN". That is the wrong question.

The question is whether you want to use VCDImager (and its GUIs like VCDEasy, TSCV) to author your S/VCDs or some other program like Nero.

The reason that people use VCDImager is because it is arguably one of the best and most comprehensive S/VCD authoring systems in existence. Furthermore, it is open source freeware. If you are willing to learn, you can create much more complex and better VCDs than use say an easy VCD authoring program like Nero.

You can burn CUE/BIN images with a number of burning programs include CDRDAO/VCDEasy, CDRWin and even Nero. The reason VCDImager creates a CUE/BIN image is because it wasn't written to actually burn the disc -- just to author the VCD. The CUE/BIN image format was chosen because it is the best supported image format (capable of holding all the relevant info for a S/VCD) over many operating systems.
