    I tried adding several mpegs to nero and only the first one burned to disk. Is there another program that i must use to make the small mpegs into one giant one?

    You should be able to add many mpeg files to a VCD project without any problems. However if you do want to join them you can use the merge and cut tool in TMPGEnc.
