Can I reduce the audio bitrate setting for TMPGEnc from standard 224 to something like 160 kbps if FitCD notices that's the bitrate the AVI-audiostream is using (thus reducing MPEG-file-size) without compromising audio-quality ???

If you're making a standards-compliant VCD your audio must be at 224k. If you change the bitrate set-top DVD players may not play it correctly.
If the AVI file is using MP3 audio at 160k, encoding it to MP2 (VCD/SVCD) audio at 160k will reduce the quality. MP3 is more efficient than MP2, 224k is probably about right for 160k MP3.
