To obtain optimum quality, use something BETTER than those "training wheels" convert-everything converters.

Use a dedicated MPEG encoder, like TMPGEnc, or QuEnc, NuEnc, HCEnc, and so on. You may need to use AviSynth along with a few of them.

If you can't re-encode it, there is really nothing you can do, except use better tools in the future and don't delete the AVI until you check the encode quality. Mpeg-Corrector is to repair the MPEG file, it won't fix the quality.

As mentioned, TMPGEnc encoder is good. It's also freeware for VCD-MPEG-1 use.

Impossible to say without knowing what settings you used in TMPGEnc.

well the image is only blur when the picture is moving. It is as good as the orginal video when the picture is still. Any idea what is the problem?

    crystal ball time . . . . . . . . . . . nope. not working.

How about you give some meaningful details, like

Source : Resolution, codec (audio and video), bitrate

Target : Resolution, bitrate, encoder settings

Also, any guides you might have followed, or other software you have used.

Would you call your dry cleaner and say "I have a piece of cloth which I washed and it isn't clean - what happened ?", and expect a realistic answer ?

Too low bitrate. Still images (or slow movement) requires a low bitrate. High motion sequences require higher bitrates to maintain quality. Solution: Use a higher bitrate or VBR. If your goal is VCD, 1150 CBR is as good as it gets. Live with it, or go for SVCD or DVD.
But also, keep in mind that every conversion takes a little quailty away.

As VCD you can't - not while maintaining anything resembling quality, at least. You have to go to DVD - around 4000 kbps will do with little loss in quality. For simple oneclick solution, try convertx2dvd, or the interested reader may read here.

ok i have manage to coverted the video into a mpeg. file with quality alomst the same as the orginal file the file size is ard 600-700MB. i try burning it to a DVD video (with menu and all) but found out the it actually will occupy 1+ GB of the DVD(4.7GB, 120mins). Is there any way which i could compress the video so that i am able to put more videos in it?

What do you use to author? 700 MB -> 1 GB just by authoring seems much overhead, if you haven't made a very elaborate menu.
Besides that - the only way to compress video more is to lower bitrate - and lower quality.
But 4-5 episodes of this length / DVD is about what I'd recommend...

Use a real authoring app like TMPGEnc DVD Author or DVDAuthorGUI to author. My guess is that Nero is reencoding your mpgs.

No. Not unless it's reencoding/transcoding too, but then it's more than an authoring app.

ok i think Nerovision express is transcoding the .mpeg that is why my video file is over 1 GB. I have try burning out the .mpeg into a DVd video using nerovision express but when i play it on the TV, i found out the outer edge of the video was not able to display on the TV and some of the subtitle could not be seen. Could it be the nerovision express tanscoding the file resulting in this error or could it be the Dvd converting program i am using? (I am using gui4ffmpeg13 to convert the avi to .mpeg the settings i use are NTSC 4:3 720X480 bitrate 4000)

Nope. That is overscan. Look it up in the Videohelp glossary. You cant encode with EasyX, NeroVision or any one-click-wonder if you want to fix this. Start with this sticky -> https://forum.videohelp.com/viewtopic.php?t=306342

And work from there. Fitcd, avisynth and a good encoder are your friends for this one.
