DivX is not interlaced whatever settings were used in its creation.

DVDs are sometimes interlaced, DivX never is. So, when creating a DivX from an interlaced source, you have to de-interlace. SVCD can be interlaced, but since your source is not interlaced, then you have no interlace/de-interlace options to think about.

Your source is progressive, and there is no point in attempting to interlace your target SVCD, because it is not relevant.

  5. i didnt mention if the ripper, (who ever ripped it), used smart deinterlace but i thought all PAL movies needed 'smart deinterlace' to be used for some reason which is why i was wondering wether i need to use smart deinterlace when turning it into a svcd?

Almost all PAL DVDs are progressive, as are all DivX. I've come across about half a dozen interlaced PAL DVDs - almost all derived from TV shows. You can select any de-interlace option you want. It shouldn't do any harm, but it certainly won't do any good - unless you actually have a rare PAL interlaced DVD!
