I think that another tutorial on how to convert from DIVX to SVCD is never disregarded by the readers of this forum.
That's why I want to share my experience in doing this.
I tried all methods explained here and they didn't convinced me that they are the shortest and simpler methods ...
I think that extracting audio from the movie it's time consuming and results in sound/video desinconization.
    I use VirtualDub and TMPGEncoder.
First I open the DIVX in VirtualDUb and under Video select Direct stream copy, under Audio Full processing mode.
Again in Audio select Compression and Uncompressed (PCM) .
    Select File/Save Avi....
Final result will be an avi with double size (audio is uncompressed).
The Virtual Dub tasks are over.
Open the TMPGEncoder and load the avi just created and convert it in SVCD.The latest TMPG Encoder has a wizard that permits quicker access to some functions like: divide a movie file longer than can be fitted on a CD, add/remove black mask to avoid degrading the aspect ratio of the movie in full screen, audio edit,...

Hope this will resolve the audio problem for those who have this problem.

  4. Thanks mirceac,
I've been facing the problem and tempg does NOT show audio wave form in range select menu. I'll give your approach a shot.
Once again Thanks for the help
