My friend is a mac user, and he asked me to post a question here for him. Is it possible to take a regular dvd out of the store, and copy it to a a 4.7Gb disk? Is there a program that will run on OS X that will do that? Thanks.

Short answer: yes.
All you really need to do, is lower the bitrate enough for it to fit on one disc.
1) Rip using OSex into Elementary Streams
2) Use MrBitBudget (freeware) to calculate the maximum video bitrate for your film (based on the number of minutes it runs, and the format of choice - in your case a DVD-5)
3) Use QuickTime to lower the .m2v's datarate to the one you got from step 2.
4) Import the video and audio files into DVD Studio Pro and Build your Image.
5) Burn the image...
This is a fairly short answer, so feel free and ask more if there is something you want to know more about.

An added note: In order to use QuicTime to reduce the bitrate of the video file, you will need the QuickTime MPEG-2 Import component and the QuickTime MPEG-2 Export component. These are not free. The import component can be purchased from Apple for $20. The export component is not sold seperately. It only comes with DVD Studio Pro which costs $999.

Is that true? You can export if you upgrade to QTpro right? With or without DVDSP.
If that is the case and you want a cheaper encoder check out BitVice http://www.innobits.se/ but I'm pretty sure you get mpeg-2 with QTpro.
Later.
